New quizzes imported to Canvas Commons only uploaded multiple Choice Question.

I am a Canvas admin and when importing a New Quiz to Canvas Commons it only uploads one multiple choice question.

None of the matching, hotspot, stimulus questions, etc are getting uploading. Is this a known issue in Commons and New Quizzes. Am I better off just creating a course and sharing the New Quizzes with staff?

Rubric Grading
When creating a rubric is it possible to chnage the levels of understanding to a percentage rating so that if my criteria carry a different point value it will work across the board. Not sure where, how or if possible to change!
