You probably clicked a link to a page, assignment or module that has not been published yet.
If you think you should have access to it now, then contact your instructor, but they may have received an email about it already.
Last term I posted a link to the "Final Exam" in the beginning of the term, but I didn't publish it until closer to the end, and got a few automated emails about students trying to access it and that it was locked.

One other possibility is that your instructor might have provided you with a link to content that exists in another course that you do not have access to.
