Should removing Manage Assignments and Quizzes permissions stop users from accessing quizzes?

Whilst trying to create a role whereby tutors (TA) could grade, but not access quizzes (this might not be possible regardless), I noted that removing the three permissions to add, delete and edit quizzes has no apparent effect on the new role's capabilities.

1. Create new role, based on TA

2. Remove Manage Assignment and Quizzes permissions

3. Assign user to new role

4. Try to duplicate, create, edit or delete a quiz.

What I found, is that the new role can do all of the above. If that is the case for everyone, what exactly is the purpose of these permissions

I wanted to chime into this as best as I can but it will be inconclusive (at least based on my testing).

If you go to https://community.canvaslms.com/t5/Canvas-Resource-Documents/Canvas-Course-Role-Permissions/ta-p/387080 to review the list of "Course Roles" you will see that there is a "Manage Assignments and Quizzes - add / delete / edit" permission that says the following in its "Additional Considerations - All Permissions" area.

Assignments

To access the Assignments Index Page, Course Content - view must be enabled.

Upon further investigation, the Course Content - view permission is an account permission and not a course permission.

So this means either (a) the documentation is wrong or (b) there is a permission at the course level that does not exist and there is an expectation that someone would need an account role permission to be able to do this.

I reported this to Canvas Support (case 12112948) and the Tier 1 agent that I spoke with is going to try look into this more (and probably escalate it).
