Users are not able to make their own groups here on the Instructure Community site. Instructure had created some special interest and feature groups that users can join, but I believe only a few Instructure employees could be able to create new groups. With that being said, new groups do occasionally get added (like Aritificial Intelligence) as demand/interest grows.
