Hello. Can I request Instructure to add He/They and She/They to the pronouns list in the dropdown choices list, please? I have been asked by a student and a teacher. I am sure others would like the option. What are my next steps? I have also told our Canvas Administrator at the University.

Your school/institution is in complete control of what pronoun options are available in their instance of Canvas. Since you have already contacted your Canvas admin, there's probably nothing more for you to do on this, they'll have to determine if it's appropriate to add those requested pronoun choices or not.
