Navigation bar does not show People, but it is on Navigation tab. Enable is not an option, only Disable.

Are you the admin in Canvas? Do you have a custom theme set up on your Canvas instance?
If there is a custom theme, it's possible that the theme includes code to hide the "People" menu item, to avoid accidentally displaying enrollment information to students in the course.

In addition to what @mzimmerman mentioned, I believe the "Users - view list" permission also controls the visibility of the people tool. It could be that the role you have been enrolled as in the course doesn't have that permission enabled and therefore won't be able to see the people tool.
