What tools can I use to design a custom certificate for Catalog?

I'm going crazy trying to figure out how to create a certificate for a Catalog course. I'd like to know how to create a custom certificate so I can personalize the certificate according to my institution's requirements. Does anyone know about a tool or a video I could search for to know how to build the certificates with images and everything?

It's all just html and css so you need to understand how a webpage is built to create a custom certificate. I thought there was some sample code pasted somewhere in here in the community. Start with that and then tweak it as you would like.

I found the most difficult part was finding a nice background we wanted to use for ours. We didn't have graphic designer on staff so we had to search the internet for ideas or free graphics to use.
