How can we record submission dates and manually grade assignments using external apps in CANVAS?
That's essentially a question about apps. Some apps can do this - they have 'grade passback'. Examples are the LTI integrations with myopenmath.com, perusall.com (gradable annotations), and ck12.org (many subjects). Teachers at our school have used these and found them useful and easy to use.

@BrianLester is 100% correct. Grade passback is part of the LTI standards that Canvas/Apps use to exchange information, but not every app is made to support this. I'm wondering if you're a student, teacher, or an app developer yourself. If your question is about how to build an app that does grade passback, I can move this thread into the Developers Arwa of the Instructure Community here where some skilled tech users might be able to give you some pointers.
