Prerequisite requirements for public domain courses

While it does seem possible to enforce prerequisite requirements on a course that is set with "Public" visibility settings, it seems that users are unable to actually navigate the course sequentially, effectively negating the usefulness of the feature when dealing with public courses. 

Is this correct, or am I missing something?

As I understand it, Canvas is only able to track the progress of people who are actually enrolled in a course, so they are the only ones who are able to meet module prerequisites.
