I'm using an LTI External Tool for assignments that was installed by admin.

Can you tell us what the external tool is? External tools can vary pretty widely in how they work with Canvas, so without any specific info, we'd really just be speculating a lot here.
In general, tools that follow the LTI standard would pass grades back to Canvas in a percentage form, which Canvas would then take and multiply by the points possible for the assignment. I'd perhaps suggest checking the point value of your Canvas assignment to make sure it's correct. if the tool is acting like most pas passing a percentage, it sounds like the assignment is perhaps only set up as a 1 point assignment instead of something higher which you may want.
