Can someone confirm if disabling faculty from creating courses also disables their ability to copy courses from one to another?

Yes, removing the ability to create a course will also remove the copy option (which essentially creates a new course, then does an import). It will NOT remove the ability for faculty to import content from other courses into another existing course though.

Permissions in Canvas can be finely controlled by the system administrators , as they can set specific permissions for different roles (including controls over course creation from users).
Copying/importing content is more of a course management function than a role permission, and is different than creating a new course. If you are specifically looking for a way to prevent faculty from copying or importing content into their courses, then there may be some javascript options to explore:
