I don't understand why some classic quizzes allow you to migrate and other do not. Help

Are you sure New Quizzes is enabled in the course the screenshot was taken in? Depending on how your school/institution has things set up, you may have to enable New Quizzes in the course settings -> feature options tab in each course you'd like to use them in.
