How do I add a stimulus and question while in item banks?

Is it possible to be in the item banks, create a stimulus, then tie questions to the new stimulus? It appears I have to be in the build of a quiz.

If I build the stimulus and tie questions in the new quiz build, then add to item bank, how do I make sure they are not pulled randomly without the stimulus provided?
