For clarity, are you asking if Design Tools would work with the Canvas course(s) behind Canvas Catalog, or within the Catalog interface itself to change the look and feel of enrollment/information pages?
I'm 99.9% sure the answer is yes for Canvas courses, as it's just a regular Canvas instance behind Catalog. If you're asking about Catalog itself, hopefully someone else will chime in. We just started using Catalog a couple months ago, and easier ways to theme/customize the UI would really be nice.
