We have Writing evaluations and students who type int he text box are alerted that a word is spelled incorrectly. Is there a way to turn this off on BOTH the Student App and also the Browser? Thanks!

I don't believe there is a way to turn that off, as the spell checking is generally a function provided by web browsers wherever text boxes occur. There is a method to disable spell check in HTML, but I don't think Canvas ever exposes the option, likely because of the extra complexity that would to every single place where a textbox could appear in Canvas.
