Different version of quiz for students, but same version per attempt for individual student

Question

For a quiz in my course, I want student to learn from their mistakes in the first attempt, apply it in the second attempt, and eventually, apply all the learning in the third (last) attempt.

I want all students to have randomly pulled out questions from the question bank, but for an individual student, all three attempts will have same questions.

Is this something I can accomplish with Canvas LMS? I hope my description made sense. Let me know if you have any questions.

I think you could do this rather simply. Create a quiz as you described,. that is, with random questions. To give students three attempts at the quiz, you could simply allow three attempts.  If you want to have three separate quiz activities, you could copy the quiz or send the quiz to yourself to quickly create duplicates.

For the individual quiz, just repeat the process.

Here are the guides for copy or send.   I recommend the send option so you can rename the quizzes before you import them. The copy option comes with a warning that it will replace existing content, though I have found that doesn't always happen, I wouldn't risk it.

That's an interesting concept - randomize questions from a test bank and lock in the questions for retakes.  Unfortunately I don't see that as an option.  The best you could do is build a unique quiz for each student, but that would not be automated or a productive use of time.
