I have looked very closely at many different posts and cannot find an answer to this.
Students have submitted their answers to a quiz.
How can i change the point values to any of those questions and regrade ALL students ?

You did not specify new or classic quizzes. In a quick look at the instructor manual pages, it appears new quizzes may be better than classic quizzes in this particular area.

Note - it appears that new quizzes does allow the point value to change (once again a quick look, so don't hold that to me). I do not think that is possible in classic quizzes.
It is the classic quiz mode.
I;ve looked for an answer here a bunch and also tried for a long time today to change them.
Thanks for the help, looks like i will have to manually change those 70 scores.

I have found a solution to do this with the essay style question. Create a rubric with the correct amounts of points for each essay question that you have listed. Then, select "use this rubric for assignment grading" and it will override the score from speed grader. Its an annoying work around, but it worked for me!
