Won't stop shuffling

I've got a vocabulary quiz (a New Quiz) for the Hebrew Alphabet. Since typing in Hebrew is hard, I'm using an "Item/Word Bank" with each of the Hebrew letters in order to Fill-in-the-Blank. So far so good.

BUT, the alphabet in the Item Bank keeps getting shuffled. I've tried un-toggling the "shuffle answers" in the quiz Settings. My students are just learning the alphabet. I need the order to be consistent, so that they can find the answer without scanning around every time.

Is there a way to keep the word bank or dropdown answers in a consistent order. I'm lost.
