I am able to edit the Syllabus page, but not given the option to make it available/public. How do I do that?
Yes. I have content. I just figured it out. It was disabled in my course settings. I had to make it visible there.

Have you ensured that the "Syllabus" page is visible to your students (so that it does not have the crossed-out eye icon next to it on your left-hand course navigation menu)? Review How do I manage Course Navigation links? if you need to enable the "Syllabus" button within your course.
