The information about how to download/print New Quizzes is very clear and helpful. However, when I do this, I am only able to download 1 page (1 question). Do you have any tips on how to download a whole New Quiz?

by download I assume you mean print to pdf.
I just checked in my instance and I do not see the issue you are having. I typed multiple questions and had multiple pages.Do you see multiple pages in the preview panel? Or just the one page with one question?Just to rule it out - I'll ask a stupid question - I am assuming that your quiz has more than one question.
Last thought I had - do you have the quiz set to deliver one question at a time? If so, that may be the issue.
Edit - I had to recreate my test quiz to test out my last thought. That is the issue. You must have deliver one question at a time selected. That is probably a bug that needs to be fixed on Instructures part.
