I am trying to find a course shell from another school district that has been posted on Commons but can not find the course shell nor the teacher who created it. Any suggestions on how I can locate it?

I'm sorry to see that your question has been sitting here unanswered for such a long time. I wanted to check in with you. Do you know if the teacher from the other district properly shared the course to Canvas Commons? Sometimes, it can take 30-60 minutes for a resource to show up in the Commons repository...so if you had been looking for it right away after it was shared, that might be a potential cause of why you weren't able to see it. However, there could be other reasons that I'm not aware of why you weren't able to view that course in Commons. I am hopeful, though, that you've been able to find a solution (either via Commons or some other method) so that you could get that course downloaded for your needs.
