Is it possible to add an LTI (via the XML paste method) at Course Sub-Account level in such a way that it gets displayed in the right hand side of the dashboard?

I am 99% sure that there is no injection point for LTIs in that location.
This could be a good feature idea that you may wish to log.
May I ask, what is your particular use case (as that will help understand why you might want to inject an LTI there)?

While your location on the right may only be possible with some customization of the background code, you do have the ability to add a global menu item on the left side using the Redirect Tool, or as a setting in the XML code for the LTI.
