Kennethware Design Tools Button Missing?

We have a working instance of Kennethware up on our beta site but for some reason when editing the right sidebar button to open the design tools does not appear. We did not change the setting to restrict these by role or user (they remain false). Has anyone had similar issues?

A couple of questions:

Current UI or New UI?
Is the issue for one specific user or all users?
Is the JavaScript/CSS loaded on a secure server (https not http) and is that specified in your global JavaScript klToolsPath variable?

Something else to check:

Inspect the page using developer tools in most browsers and look at the console to see if there are any errors being thrown.
You should see messages like "tools_variables.js loaded" in the console if everything is configured properly.
