Module Assign To is bypassing prerequisites

Summary:

When a student is added to a module via the assign to option, the module gets treated as completed

Expected Behavior:

Students being assigned to a module so still have requirements and prerequisites honored

Steps to Reproduce:

1. Create a course with 2 modules and 2 students.
2. Setup the second module to have a prerequisite to the first module.
3. Setup items in the modules and set requirements.
4. Assign the modules to student 1.
5. When viewing as student 2, note no modules can be seen.
6. Got back and assign the modules to student 2
7. When viewing the modules as student 2 note that you have access to the second module despite prerequisites/requirements not being done in the first.
