[a11y] "Who can use this resource?" requirement is not announced when Sharing Commons resources

Summary:

When sharing or editing Commons resources, screen readers don’t announce that the field “Who can use this resource?”

Expected Behavior:

Screen readers should announce required fields

Steps to Reproduce:

1. Enable a screen reader
2. Navigate to a course’s Settings page
3. Click on the Share to Commons
4. Navigate to the required field “Who can use this resource?”
5. Notice how the screen reader is not announcing the field as required
