Summary:
When a user is created on an instance and there is a new quiz in a different cross-shard instance in a trust, the user will see "an unexpected error occurred." when trying to start their attempt through the current Android Student app.

Android users to be able to take New Quizzes cross-shard

Android 16 / Student 8.6.0
Steps to Reproduce:
Prerequisites: have a trust setup between at least two instances.
- Create a user on one of the instances.
- Have/create a course on another end of the trust and publish it.
- Create a New Quiz in the previously created course with at least a question and publish it.
- Enroll your user from the other instance.
- Login as the user created and navigate to the Quiz created.
- Notice how the "an unexpected error occurred." message is displaying.
