Canvas not sending assignment to PowerSchool if no grades are entered.

When I create an assignment in Canvas (it is an appropriate title length, due date, available from and until date, it is in a group that is connected to the category in PowerSchool), that assignment won't get synced to PowerSchool until I enter a grade for a student.

I have forced the sync to happen with Remaster, I have waited for the nightly sync, but it still won't push that assignment to PowerSchool until a grade has been entered.

Does anyone know if this can be fixed so it will send the assignment without needing to enter grades?

@DrewReinhardt1 Due to the OneRoster Specification that grade syncs now utilize, for an assignment to sync to PowerSchool (or any SIS using OneRoster) there has to be at least one graded submission for the assignment.  Once there is a grade for at least one student in Canvas for the assignment, the assignment should be able to sync to PowerSchool during grade syncs.
