I have aligned outcomes for individual questions for an online assessment but when students complete the assessment, none of the outcomes are populating. Is outcomes for free canvas available or is that only a paid feature?

I'm a bit confused by your question, because as far as I know, New Quizzes are not available in the free for teacher version of Canvas (see the account comparison for details). Are you sure you're using the free version, or are you actually using a school version of Canvas? Some screenshots (not revealing any personal info) might be very helpful if you're able to attach any.
