Catalog Certificate API: possible to create and issue?

Early days for Catalog for us.

It is possible some of our Catalog courses will have mixed enrolments

1. self-enrol via Catalog (certificate issued)
2. manual enrolments into the Canvas course directly.
3. SIS/integration into the Canvas course directly.

I'm just working through what to do with use-cases (2) and (3) and certificates, see if the API can be used to create and issue certificates for enrolments into the Canvas course directly.

Any suggestions on where _else_ to look to find out more on how certificates work?

Are you sync'ing Canvas to Catalog in the Catalog settings? Would this help?
