Is this update limited to assignments that have moderated grading enabled? If so, what is the reasoning behind this? It would be benefical for us to for this to work for all assignment settings.

Thank you for your question. I want to clarify that concluded and inactive student submissions are viewable for all other assignment settings. This was a fix specific to assignments that had moderated grading enabled.
