Description:
When Performance and Usability Upgrades for SpeedGrader is enabled, teachers/admins can't see the submission comment drafts from other teachers in the UI.
Expected behavior:
Instead, teachers/admins should see the submission comment drafts of others.
Workaround:
Select to download submission comments.
Steps to Reproduce:
Prerequisite: Course with 2 teachers, student, and Performance and Usability Upgrades for SpeedGrader enabled.
- Create a published assignment, and enter SpeedGrader.
- As teacher A, write a comment but don't submit to create a draft.
- As teacher B, enter SpeedGrader and notice that you do not see the submission comment draft from teacher A.
3.1 As teacher B, select to download submission comments and notice that the drafts from teacher A do show there.
