Description
In a consortium, if an Observer who is paired with students who are enrolled in different courses across the consortia is merged with another user who doesn’t have access to all the levels of that consortia, it can cause the To Do list to fail to load with 403 errors.
Expected Behavior
The To Do list should load every time once the users are merged, despite the specifics of the consortia and the users enrollments.
Workaround
No workaround exists at this time.
Steps to Reproduce
Prerequisites: A multi-level consortium that has an observer observing multiple students who have enrollments across the different consortium levels.

First pair the Observer with multiple students who are enrolled in courses across the different levels of the consortium.

Once paired, find a second user/observer who isn’t enrolled in areas across each level of the consortium to merge with your original user.

Merge the two Observer users together, keeping the profile of the original one who was paired with all of the students.

After the merge, act as the Observer and navigate to your dashboard. Select the dropdown box that lets you select which Observee to view, notice that the To Do list does not load, and instead shows the error “Failure loading the To Do list“
