Update to Course Pacing

Recently, we converted the Course Pacing feature flag to a course setting to simplify configuration. Now, turning on course pacing only requires going into Course Settings and can be enabled by admins and instructors. This change does not affect functionality and the Course Pacing feature remains disabled by default.
