Setting the override_sis_stickiness API attribute

Cross-listing via the API is successful when setting override_sis_stickiness to 1 or when it's not parameterized.

However, though the status code is 200, it fails when explicitly setting override_sis_stickiness to 0.

Is this because the courses/sections in question were not created via SIS import?
