Studio recording shows 1:29 on the timer every time I record.

My webcam still records audio and visual but there is no sound until after the 1:29 point has been reached. Both audio and visual record but on playback they come on at different times. It seems a recording is stuck on Studio and no matter what I've done I can't clear it. I did try Canvas Studio on another PC and it worked, so is it a Chrome thing going on?

That seems strange.  Have you tried clearing you browser cache/history, closing the browser, the re-starting the browser to see if that helps at all?  What about trying a different browser such as Firefox on the same computer that you've been using?
