External Tool not showing when creating an Asssignment

We created a LTI Developer Key with Placement Selected as "Link Selection" and then we tried adding the app in individual courses and for all courses, but we still couldn't be able to see the app in "Configure External Tool" when creating a new assignment.

For a LTI 1.3 Developer key you probably want to use the 'Assignment Selection' placement. You can then either support the normal LtiResourceLinkRequest launch or the LtiDeepLinkingRequest if you want to support configuration with parameter passback when setting up the assignment.
