Does the rubric functionality disappear when one creates an assignment with an external tool? We are noticing this when we create a Flipgrid assignment.
Yup...but if you first create the assignment and the associated rubric *before* you associate your assignment with a LTI external tool, then you'll still be able to access the rubric via SpeedGrader. Students will still be able to access the rubric by clicking on "Grades" >> assignment name >> "Show Rubric". Does this help?
