I will not be staying at the resort. I will be staying in Dillon. Will I still be able to ride the shuttle within the resort?

From my experience last year, they don't check anything when you get on. I don't think it will be a problem for you at all. There is also free buses (I think it's free) up in that area with a route that goes from Dillon to Keystone on a loop with other spots (Frisco, Silverthorne).
