What determines CD2 new_quizzes.quizzes.practice_quiz value?

The new_quizzes.quizzes table has a practice_quiz boolean field described as "whether the quiz is a practice quiz." The does not correspond to a configurable field, as far as I can tell. I wonder, how is this field's value determined? What is a practice new quiz?

After looking again at assignment options, I think that it corresponds to the "Do not display in gradebook or the student's grade page" checkbox, since that is what a practice quiz quiz type does in Classic Quizzes. That checkbox is only shown when the assignment points possible equal zero, so I was not seeing it in courses where a non-zero was going into that field by default.

I was puzzled why some new_quizzes.quizzes records have points_possible >0 and practice_quiz = TRUE, but I suspect that those combinations came from migrated quizzes.
