Which tools should be made available to ALL students for the benchmark tests?

That decision is up to the the district based on what the current district's assessment policy and what accommodations are allowed. I would recommend allowing all the tools that students would typically have access to on a state standardized assessment.
Our district allows all the tools that students would have access to the equivalent on the state standardized assessment. By default all of our Benchmarks use the following:
Calculator/Ruler/Protractor as necessary
