I can't find that information anywhere. I can't find the feature in my account, and I don't know which is the "institution" responsible for free accounts.

No, Course Pacing is not available on free for teacher accounts. This is a feature that must be added at the admin-level for paid canvas accounts, and since admin-level features are not provided for free for teacher accounts, then you will not be able to enable this feature for your course.
