Using API to query Course-Level Notification Settings

Hi all,

I am trying to find out how to use the Canvas API to find out whether users have disabled their notification preferences for a certain event (namely, the creation of a new announcement) at the COURSE level. I have successfully queried Canvas to get that information at the user level. Any pointers?
