Admin submitting as student (who is also admin) loads old submission workflow

I'm currently testing the new assignment enhancements workflow, but when I submit as one of my colleagues (who are also admins) who I've set as a student on the course, the old submission workflow loads. When will the enhancements be available across all users?

Hi, @b_w_reid,

Can you give me a bit more information regarding the flow that you are following as you submit as one of your colleagues? Are you acting as the individual?

Did you create a new assignment first or are you using an assignment that was created before you enabled the new assignment feature? I saw before that even though we had new assignments enabled, when we looked at an assignment created before it was enabled it still used the old workflow.
