I want to know if LTI apps can deliver notifications badges like shown in the screenshot. For that matter, does Canvas have badges on tabs natively?

There isn't a way to deliver badges on navigation items like this via LTI; the standard protocol doesn't include that functionality. I think in order to change the UI like that you'd need to use some custom Javascript that would need to be installed via the Theme editor -- probably not really scalable if you're looking to build a tool that's generally usable in multiple Canvas instances.
