Link Selection Placement for LTI app

Question

1)  One of the options for LTI placement is link selection. Where does this appear? I can't seem to find where this shows up on the UI. I'm also curious what the benefit is.

2)  As a side question, is it possible to create a global nav. LTI (e.g. next to the courses, calendar, inbox links)?

I just encountered this situation for EBSCO Library Resources and wondered where I would find Link Selection Placement. In following links from this thread (some of which are deprecated), I found this page: https://canvas.instructure.com/doc/api/file.link_selection_placement.html

The short answer is: Modules. When creating a new item for a module, select External Tool. The LTI should be found it this list for selection. Further options will differ based on the LTI operation.
