Is there a possibility that modules accessible by students will be limited to reading only and they will be restricted in downloading the files in the modules?
If you have access to the settings area of your course there is an option you can uncheck. Offline Course: Allow course content to be downloaded and viewed offline. Note that if you select this learners will not be able to download any materials from the course.
