As admin how do I get my theme connected to all the classes?

Themes are generally defined at an account (or sometimes sub-account) level by a Canvas admin, and then apply to all courses in that account/sub-account. The How do I create a theme for an account using the T... - Instructure Community - 242 guide has some good information, including a video, on this process. If you're an admin and follow the steps outlines there, you should be all set!
