Is there a way of uploading a image that the students can annotate separately?

Have you tried to use the "Student Annotation" online submission type for an assignment.
The teacher side of the process is described in the How do I create an online assignment? - Instructure Community - 950 support article, in the "Select Online Entry Options" section.

One possible option is that you could upload this image in an assignment and students could download it, annotate on the image and reupload the image as their submission.
Alternatively, you could post the image in a discussion, students could respond and reply in the discussion with their comments/annotations.
Either way, if you want them to annotate on the image, they will likely need to download it and use a tool like paint or Canva to edit.
