I want to upload SCORM packages, but need to contact my customer success manager to enable the SCORM LTI.

The FFT (Free For Teacher) Canvas environments do not have a Customer Success Manager assigned to you. As far as I am aware, CSMs are only available for paid Canvas customers. There is a linked "comparison" guide on this page that explains the differences between a paid Canvas environment and the FFT Canvas environment.
