New Quizzes is definitely a little different than Classic Quizzes. Once you have created a New Quiz and are in the editing screen (as shown in the image), scroll all the way down and you should find the build button on the right side of the page along with a few other buttons.

I would encourage you to review How do I create a quiz using New Quizzes? - Instructure Community - 1173 . You can also go to the "New Quizzes" section of the "Canvas Instructor Guide".
